Every long-term care home produces an audited annual report documenting the home’s spending, which is then reviewed and audited again by the government. The final report is presented to each home’s Residents’ Council and Family Council and posted publicly in the home. There are many factors to be considered when choosing a long-term care home.
If the PCP is a documented designated caregiver, they should follow those criteria, if not, they should follow criteria for general visitors. Visitors of residents who are very ill or imminently palliative are allowed in the home at any time, including during outbreaks, subject to direction from Ottawa Public Health. There are no restrictions on the length or frequency of their visits, however, there may be some limits on the number of visitors at a time. Visitors may bring food or drinks to a visit to share with the resident in the resident room or a designated area.

By comparison, Kitchener’s Lanark Heights’ wait times register at 60 days, with 88 days for Chartwell Westmount LTC Residence and 91 days for Revera Forest Heights. The LTC home with the longest wait time in Kitchener appears to be The Village of Winston Park at 159 days. Wait time to long-term care home placement is measured using both wait time in the community and wait time in acute care. I am hoping to encourage an open dialogue between the Ministry and professionals in the seniors industry to work together to provide optimal care for our older adults. As well, it is my hope that the public has an opportunity to share their real life experiences in finding services, and placement in long term care for their loved ones.
The majority of wait times fell between 200 and 500 days, or six months to 1 1/2 years. One area in the response struck a chord with me was the mention of average long term care bed wait times at 103 days. I took on doing my own analysis, using the wait times available on each LHIN website. I wanted a fair representation of the LHIN and took a couple of homes with highest, mid-range and lowest number of beds. I then added up the number of people waiting for a bed in that particular home.

However, please keep in mind that physical distancing is still strongly recommended in long-term care homes. Any plans to have more than four visitors in the home at a time should be discussed with staff in advance. There are no restrictions on frequency of visits or length of time. We are not always able to provide certain services to all patients.
If a resident or family member has a complaint, they can inform the nurse or manager at the home over the phone, or in writing. All complaints are investigated, and a response and resolution are provided to the person who made the complaint. In Ontario, the Ministry of Health and Long-Term Care regulates, inspects and sets out the resident fees for all long-term care homes. Long-term care is part of the province’s health care system and publicly funded on a cost-shared basis with residents. The government does not pay the full cost of long-term care and expects residents to pay a portion of their “room and board” to the long-term care home. This “room and board” payment is what long-term care homes use to make a return on their investment. Funding allocated by the Ministry of Health and Long-Term Care for nursing and personal care, programs, support services, or raw food is separate and must be reconciled at the end of the year. Long-term care homes care for people with significant health challenges and cognitive impairment who need 24-hour access to nursing care and supervision. Long-term care homes are also known as Homes for the Aged or Nursing Homes.
Individuals under 16 years of age must have approval from a parent or legal guardian to be designated as a caregiver. The province has prioritized the supply of PPE to long-term care homes. The homes have an appropriate supply of equipment to support everyone’s safety, and we are working with the province and suppliers to maintain that inventory. Staff and resident cohorting will be implemented to limit the spread of the virus in the home. Cohorting means that residents may be moved to a different location in the home and staff may be assigned to work with specific residents or to provide care for residents in a specific order.

The shortest wait time is Cambridge Country Manor, which has 79 licensed beds, 51 people on the wait list and nine out of 10 people wait 42 days for a basic room. For a semi-private, the wait is 49 days and the wait for a private room is 62 days. St. Joseph's Health Centre in Guelph has 240 beds and the longest wait time. The website shows there are 458 people on the wait list and nine out of 10 people wait 1,907 days for a basic room. There are no restrictions on the number of visitors who can visit a resident at a time.
To designate an individual as a caregiver, residents or their substitute decision makers must complete the Designated Caregiver Form and return it to reception. The government of Ontario introduced a phased approach to opening LTC homes to visitors. One of the tragedies of dementia is that it gradually destroys social skills and the ability to manage emotions. Many people with dementia can become easily irritated, suspicious, frightened, and upset. They may react reflexively by pushing or hitting, or by using angry and accusatory responses.
The size of the wait list in homes you are considering may be important to you. While the length of the wait list may be a factor in how soon you may be able to move in, the length of the wait list isnot necessarilyan indication of how long you may have to wait.
